S-Curve Economics

June 2026 – May 2028

S-Curve Economics produces analysis to inform action on the low carbon transition, using economic tools suited to rapid innovation and structural change, and provides guidance. This project aims to establish Risk-Opportunity Analysis (ROA) as an approach to policy appraisal for transformational change.

This work connects to P4NE’s goal to reimagine economic governance. By dealing appropriately with uncertainty, diverse interests and structural change, ROA could improve the evaluation of low carbon transition policies in areas such as energy, transport, housing, and industry. S-Curve’s international links, including the UK-China power group and global finance coalitions, offer routes for the approach to spread beyond the UK.
